Public Sector Program Management Leader Contract: 6 Months+ Remote The VP Public Sector Program Management provides leadership and direction for our client's Public Sector customer programs to ensure schedule, risks, costs, quality, and cross-functional resources are managed effectively to meet customer, program and company goals. This leader must build strong, positive internal and external customer relationships and will be accountable for program budget adherence, program service performance, schedule and quality commitments, and respective customer relationships across our client's portfolio of Public Sector customers. The VP Public Sector Program Management will also play a significant role within the business as a cross-functional business-enabling collaborator and problem solver who works with our GM Public Sector and Sales team to ensure alignment and timely support of strategic planning efforts during contract negotiations and proposal development process. Duties and Responsibilities: Accountable for overall service delivery of Public Sector programs, leading programs in accordance with applicable contracting regulations and terms and contract changes, disputes, and subcontract flow down. Responsible for maintaining the overall positive health of assigned programs as measured by contractual commitments on budget, high quality timely delivery of contracted scope, and high level of customer satisfaction. Supports GM of Public Sector, Sales team and teaming partners in the development of proposals and program pursuits. Leads internal processes to drive coordinated management and execution of the won contracts to completion. Establishes and clearly communicates program vision while maintaining a level of program structure, program quality, and operating within defined standards and requirements. Understands contractual obligations, communicates contractual requirements to affected functional groups to ensure these obligations are met by proactively identifying and mitigating risks, facilitating the resolution and coordination of efforts to ensure preventive measures are taken or, when needed, to correct deficiencies or obstacles to performance. Conducts regular program reviews to ensure program objectives are met, including performance, quality, cost, and schedule. Works with Business Development and Sales teams to facilitate and negotiate trade-off decisions with internal stakeholders and customers. Reviews and executes changes in scope and deliverables including documentation, costs, and customer agreements. Anticipates, identifies, and solves program issues related to technical challenges, resource shortages/needs, schedule, program costs and service delivery performance. Manages program financials within budget and in accordance with policies and standards. Supports GM of Public Sector in strategic business planning and business development activities. Engages with customers and stakeholders (internal and external) to establish/improve relationships, understand requirements, and communicate accomplishments or issues Monitors, controls, and communicates project, budget, staffing, schedule, and performance status; prepares status reports; effectively manages program and project scope Defines and drives achievement of objectives, both short term and strategic, in collaboration with senior management Interacts with senior management and others concerning matters of significance to the company. Conducts regular business and technical briefings for senior management Key Experiences and Behaviors for Success: A strong team orientation is critical based on the collaborative culture of the client. Highly evolved interpersonal skills with the ability to negotiate diplomatically and effectively while maintaining composure and quality under deadlines in a fast-paced environment. Sound understanding of cloud solution best practices on Amazon Web Services (AWS) infrastructure. Strong financial acumen and KPI metrics-based reporting Passionate about team leadership, team building and customer success Excellent at communicating new ideas, challenging conventional processes and persuading people to engage with new ways to achieve operational objectives. Experienced problem solver, able to troubleshoot issues independently with incomplete information and escalate when necessary - a sense of accountability and sound personal judgment. Required Skills and Experience: US Citizenship and the ability to obtain a US Government security clearance. 5+ years of experience with government contracts common body-of-knowledge (i.e., GSA, FAR, DFARS, DCAA), including up-to-date knowledge and depth in government contracts compliance and ethics requirements. Proven experience with government procurement processes from proposal preparation, through bid process, protest and claims, contract award, and administration to final close-out. 5+ years of senior management experience leading program / project management personnel as direct reports 10+ years of direct program / project management experience leading technology and/or technical initiatives with government customers in critical infrastructure environments Strong leadership, negotiation, collaborative problem solving, financial acumen and organizational skills Excellent customer management skills with executive presence Experience building and managing diverse teams comprised of personnel from multiple locations and functional areas Self-starter with a proven track record for achieving technical solutions that maintain customer satisfaction Ability to work in a fast-paced environment, maintaining positive internal and external relationships Excellent verbal and written skills Ability to meet and set short- and long-term objectives for self and assigned team Ability to adapt to changing conditions and plans with well-reasoned decision and minimal supervision Very high degree of computer literacy, fluent with Microsoft Office and applications Experience in the implementation, management, and administration of service delivery systems, tools and processes. Ability to accurately estimate effort to complete tasks Preferred Skills and Experience: Bachelor's degree in contract management, business administration or related field. Government contracts certifications (CPCM, CFCM) preferred. Familiarity with DoD Cost/Schedule Status Reporting systems and techniques AWS Certification(s) or equivalent experience preferred Experience with private and hybrid cloud architectures (e.g. VMWare + AWS) Experience with other cloud platforms (Google Cloud and/or Azure) Experience with Agile methodologies such as SCRUM and/or Scaled Agile. Experience with ITIL Service Delivery methodologies Experience with Compliance standards such as NIST 800-53, NIST 800-171, DoD SRG Impact Levels, ISO-27001, HIPAA, PCI, and SOC-2
